you missunderstand the word "free"
There are two meanings:
1.) That means, that you will get an item for 0 yang and so you can be happy
2.) That means, you would be able to buy a pearl from a npc, but it isnt for 0 yang, just FREE to buy, without shells and the goddamn fishing.
And the IS needs time to build up, because its a big challenge to make them work

And about IS. I dont think so players need IS. Books - Fisherman, Marriage - Armor Shopkeeper, Horse - Weapon Shopkeeper, Items from IS - Trade Vendor, Item Failing - Blacksmith. I think now IS isn't needful. ^^
